Working in the Office of the CEO, your role will lead, advise, and drive forward the analysis and development of proposals and policies related to Ornge’s business directions, and programs to ensure alignment with Ornge’s strategic objectives, priorities, operational plans and goals. Key Accountabilities:
- Leads, coordinates, and participates in the development of programs and policies led by the Office of the CEO.
- Applies knowledge of Ornge structure, business planning, policy development and decision-making process to research, analyze and assess issues.
- Supports the Office of the CEO and the operations of the organization.
- Establishes and builds strong internal and external partner relationships through preparation of reports, analyses, recommendations, briefings, and correspondences regarding policy and programs.
Responsibilities:
- Supports the development and implementation of strategic program/policy initiatives.
- Provides advice and expertise to Ornge senior management, the Ministry of Health, and other healthcare agencies/organizations as appropriate.
- Applies extensive knowledge of policy development processes, policy/program analysis, and understanding of Ornge and Ministry of Health strategic directions to develop policy options and outreach strategies.
- Participates in strategic planning and budgeting process, researches and analyzes emerging issues, provides sound policy advice, and makes timely and actionable recommendations.
- Develops work plans, monitors deliverables, and ensures compliance with timelines, quality, and Performance Agreement.
- Plans and leads projects, coordinates team activities, and manages competing priorities.
- Conducts policy and program review, research, and analysis, and assesses the financial, social, and economic/market implications of current/proposed policies and programs.
- Uses quantitative and qualitative analysis and modeling to conduct environment and trends scans, analysis of best practices, and analysis of options and impacts.
- Applies knowledge of risk management principles to develop and assess impact of proposed options for policy/program enhancement and development to avoid negative impact on the delivery of operational policies, standards, protocols, and frameworks.
- Analyzes briefing notes, proposals, and competing interests of partners to develop policy options/solutions, resolve and respond to identified concerns, and promote best practices to ensure consistency and alignment with the strategic direction.
- Provides leadership with ongoing program evaluation, including assessing program impacts and providing ongoing feedback and advice.
- Uses a variety of communication methods to prepare and deliver key information and presentations to a variety of audiences.
Qualifications:
- Masters or Bachelor’s degree in Health Administration, Public Policy/Administration, Political Science, or a related field (or equivalent combination of education and experience).
- Experience in the healthcare sector would be considered an asset.
- 5-6 years of experience in a related program and policy position at the advisory level.
- Experience leading and facilitating policy and legislative development projects and developing policy options/initiatives.
- Experience in preparing funding proposals, reports, analysis, recommendations, briefings, and correspondence.
- Experience in developing legislative, policy and program proposals for senior management, policy committees and partners.
- Research experience, including quantitative and qualitative analysis and modeling.
