Job Description

Civil Service Title- Administrative Engineer

* IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE ENGINEER, OR BE REACHABLE ON THE
OPEN- COMPETATIVE LIST, EXAM # 1122, OR ELIGIBLE UNDER THE 55-A PROGRAM.



Under the direction of the Executive Director of BQE, Design-Build & Emergency Contracts, the Director of Specialty Construction Projects is responsible for the management and administration of projects within the BQE, Design-Build and Emergency Contracts Unit.


Specific duties and responsibilities:
Supervises a staff of engineers overseeing the delivery of bridge projects within the Unit’s portfolio;
Work in cooperation with Director of Design and Planning within the Unit to complete Procurement for Design-Build projects including development of procurement documents and oversee the project delivery after NTP
Assists the Executive Director of the Unit in the oversight of all Emergency Declarations for unsafe conditions including planning, scheduling, bidding, and the contractor selection process for declared emergency situations;
Proactively monitors progress of contract activities and provides direction to NYCDOT field staff, consultants and contractors under supervision in resolution of issues.
Responsible for ensuring timely coordination and meeting established protocols within the Division and Department for all the field activities in progress within the Unit’s portfolio.
Directly negotiates with contractors when warranted. As necessary, coordinates with the Office of the ACCO on related matters;
Provides timely input and direction to ensure expeditious progress of post-negotiation requests for changes and extra work orders including final contract payments, cost deductions, and time extensions;
Provide regular updates to and seeks timely direction from the Executive Director on progress of projects, budgetary and staffing matters and actively participate in developing protocols for program betterment;
Conducts personal inspection of field conditions and personally checks on the progress of projects as the need arises;
Assures that all work undertaken is in accordance with Agency, City, State, and Federal guidelines and requirements;
Represents the Division in dealing with other City, State, and Federal agencies, utilities, contractors, consulting engineers, the general public and all other public or private bodies on those matters of the greatest scope of significance, specific to the BQE, Design-Build & Emergency Contracts Unit;
Performs additional significant administrative and engineering functions as determined by the Executive Director of BQE, Design-Build and Emergency Contracts.


Preferred Skills
Skill in verbal and written communications when dealing with city, state and federal agencies, contractors, consultants, utilities, and individuals representing these agencies or organizations;
Familiarity and experience working in the Design-Build environment in a leadership position;
NYS PE license preferred
Ability to supervise a staff of engineers and managers in the planning, organizing, coordination, and control of Design-Build projects and Emergency Contracts;
Skill in analyzing and evaluating complex and highly technical data, reports, and recommendations;
Ability to work under pressure and meet restrictive deadlines;
Ability to improvise and develop innovative solutions for unusual conditions arising in the field during for Design-Build projects, Emergency contracts, and other specialty projects.

Qualifications

1. A valid New York State License as a Professional Engineer.

2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
