The New York City Department of Citywide Administrative Services (DCAS) seeks to hire an Administrative Staff Analyst (Non-Managerial) candidate to work within Human Capital’s Workforce Strategy Unit to serve as Deputy Director. The Workforce Strategy Unit drives change across Human Capital, supporting projects and agency-wide efforts to achieve operational excellence, and ensures that City leaders and agency executives have the information and tools they need to conduct strategic workforce planning using data analytics and reporting. The unit publishes the annual City Workforce Profile Report; provides citywide monitoring and reporting for or various local laws; delivers agency and citywide workforce data to City Hall and agencies upon request.

The selected candidate will be responsible for:
- Supervising five full-time positions.
- Managing the production and on-time delivery of the Fiscal Year Workforce Profile Report.
- Managing the on-time delivery of various ad-hoc data requests for internal and external partners related to various citywide initiatives.
- Managing the on-time delivery of various mandated data and reports to various internal and external partners such as the:
- Annual Review of City’s Racial and Ethnic Demographic Information (Local Law 14 of 2019)
- Reporting of Pay & Employment Equity Data (Local Law 18 of 2019 and Local Law 29 of 2023)
- Sexual Harassment Complaints Annual Report (Local Law 97)
- Sexual Harassment Training Annual Report (Local Law 92)
- NYCHA Residents Use of City Services (Local Law 163 of 2016)
- Charter Quarterly Mandated Provisional Report (New York City Charter Chapter 35, Section 814, sub-section 15e)
- Annual EEO citywide complaints report to the EEPC
- EO-45 Equity Report (Executive Order 45)
- New York State Annual Report (Civil Service Law, Section 26.1)
- Managing the production, updating, and delivery of various workforce planning tools such as the: Onboarding Survey for New Hires, Workplace Insights Survey for Exiting (WISE) Managers, Salary Benchmarking Tool, and Retirement Predictor Tool.
- Evaluating Unit’s needs and suggesting recommendations.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
