Planned Parenthood Keystone is looking for a full-time, exempt Chief Financial Officer.
As a member of the executive management and finance/operations teams, the Chief Financial Officer is responsible for strategic leadership and management of the finance division, for strategic business planning, insuring the affiliate maintains sound financial structure and fiscal responsibilities. The CFO will also promote community and professional relationships.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Provide strategic, and operational leadership in finance, budgeting, revenue cycle, accounting, audits, regulatory requirements, purchasing, contract administration, and facilities management in the provision of reproductive health care including family planning and abortion services
- Direct affiliate fiscal management to ensure financial viability in compliance with not-for-profit accounting standards and government funding regulations
- Manage agency cash flow by monitoring the timing of expenditures and line of credit; audit cash transactions in Practice Management and Fundraising systems
- Analyze, the financial impact of new health care delivery programs, including family planning and abortion services, sites and operations, and contract with health care insurers, providers, and purchasers as needed
- Ensure compliance with applicable federal, state, and local laws and regulations, contracts, Funding Council interactions, Planned Parenthood policies and procedures, strategic plan, security standards, and employee handbook guidelines
- The CFO ensures that all agency staff have the tools and information they need to effectively manage programs and services to meet agency goals.
- Supervise internal controls and maintain finance operations policies and procedures
- Hire, train, supervise, lead, and evaluate finance personnel
- Ensure maintenance of current and accurate business records including the general ledger, chart of accounts, contracts, and leases, and adherence to finance-specific EOPs and benchmarks
- In collaboration with the Medical Services department, establish common operational protocols for capturing patient and billing and statistical information
- Ensure efficient and effective revenue cycle processes and procedures to ensure completion of the revenue cycle and adherence to revenue cycle-specific EOPs and benchmarks
- Develop and implement monthly financial reporting and analytical business tools for use by management and Board members to make timely and informed business decisions in support of the affiliate's strategic plan and annual budget
- Oversee the annual operational, cash, and capital budgeting process; provide the CEO and Board with an annual operating, cash, and capital budget that meets PPFA Elements of Performance for approval before each Fiscal Year.
- Ensure appropriate property and all other business insurance needs and activities of the affiliate
- Supervise purchasing and inventory systems to maintain the highest quality assets, goods, and services at competitive prices. Ensure that proper and effective check and balance systems remain in place
- Serve as staff liaison with the Board of Directors, Finance/Audit Committee, and Investment Committee, implementing and monitoring financial and investment policies and procedures
- Participate in the Risk and Quality Management process for medical protocols, regulatory agency compliance, HR policies, and workplace safety policies
- Ensure a culture that embraces diversity, fair and respectful treatment of all persons, and customer-focused delivery throughout the organization
- Ensure completion of personal and supervised staff's required annual training
- Adhere to all HIPAA and patient privacy regulations
EDUCATION and/or EXPERIENCE- Bachelor’s degree required, Master’s degree and/or CPA preferred
- Minimum of 10 years of progressive management experience
- Background in the financial management of a health or not-for-profit organization
MINIMUM QUALIFICATIONS- Extensive knowledge of management, business, and accounting practices and principles
- Excellent interpersonal and communication skills that enable work in a collaborative and multi-faceted team environment
- Ability to mentor individuals and lead a large team

Salary and Benefits- Compensation for this position starts at $165,000/annually and goes up from there based on experience.
