SUMMARY
Administers personnel, systems and facilities with the purpose of achieving agency programmatic and fiscal goals specific to PPGR’s health centers; maintains high standards of customer service in all activities compliance with agency protocols, policies and procedures. All activities are carried out in communication with and under the direction of the Director of Health Center Operations Requires an understanding of and commitment to Planned Parenthood’s mission and core values of respect, knowledge, responsibility, choice, health, compassion and access; practices these values in relations with internal and external customers. This position may fulfill the cell phone reimbursement policy requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
May include but are not limited to the following:
· Under direction of the Regional Director of Health Care Operations, oversee personnel, systems and facilities with the purpose of achieving agency programmatic and fiscal goals specific to Planned Parenthood Great Rivers (PPGR) Health Centers as assigned; maintain in these activities a customer service orientation and comply with the protocols, policies, and procedures of PPGR.
· Accept individual and joint responsibility for, and lead the Health Center’s efforts to achieve:
o team accountability for Key Performance Indicators, including cycle time and visit volume
o annual health center fiscal goals in revenue, expenses, and contribution margin
o compliance with all organizational quality assurance guidelines and federal regulations including OSHA and CLIA
o patient experience measures at or above the benchmark
o a team culture that promotes equitable and inclusive behaviors
· Administer the abortion and family planning services to:
o Achieve agency goals in terms of numbers of clients served and net financial contribution from operations.
o Meet internal, PPFA and governmental standards for quality, quality assurance and risk management.
o Cultivate in staff an understanding and support of agency goals and the primary desire to participate in the achievement of these goals.
Hire, train, supervise, and evaluate staff who understand, commit to, and practice an inclusive customer-oriented approach to health care delivery, and in accordance with the PPGR Personnel Policies and other directives of the Human Resources Department; regularly apprise staff of agency developments and cultivate staff participation in problem identification and resolution.
· Construct the monthly staff schedule of all employees, while paying attention to individual staff member strengths in specific areas. Oversee all areas of the health center with respect to flow and patient care. Process all staff members’ time off requests, ensuring that there is always adequate coverage in all areas of the health center.
· Demonstrate commitment to enhancement of staff skills, leadership development, capabilities, job knowledge and, where possible, opportunity for advancement.
· Through direct supervision, enable health center management team to independently:
o identify and meet customer needs within fiscal parameters;
o manage annual operating plans and budgets;
o provide consistent, empowering, and motivating personnel supervision;
o observe, describe, and resolve emerging problems;
o observe, describe, and successfully develop opportunities to improve operations and fiscal performance
o implement new programs/services as well as program improvements.
· Analyze health center trends and make adjustments to health center operations and finances accordingly to support overall agency and consumer service objectives.
o Serves as liaison with community organizations, service organizations and other public and private agencies in their respective communities and participate in administrative meeting s and community meeting as assigned.
o Assist with the development, management and meet the operating and capital budgets within the center. Develop, manage and meet operating objectives that support overall agency and customer service objectives.
o Ensure timely delivery of data to administrative offices and undertake analysis of data to achieve and surpass annual operating, customer service and financial goals.
o Participate in the identification of new systems or system improvements as well as the problem identification and resolution, which enhance the operations of the medical program. Assist in the development of management information from available data
o In order to maintain quality patient services and meet appropriate quality standards, ensure that health center audits achieve 95% compliance rate. If compliance rate falls short, develop and implement corrective action plans immediately in consultation with Regional Director of Health Care Operations and Director of Clinical Services.
o Implement and monitor new or revised administrative and medical protocols assigned by the Chief Medical Officer, Associate Medical Director and Regional Director of Health Care Operations.
o Manage inventories and ensure that the center has supplies and equipment necessary to carry on its services effectively.
o Manage and provide for the pro-active maintenance of professional-appearing, clean and fully functional health center facilities.
o Participate in planning, remodeling or renovation as requested.
o Ensure routine health center security and safety. Ensure completion of regular center security training and safety drills in cooperation with the state/local and Federal requirements, in collaboration with affiliate Risk & Quality Manager.
o Oversee and execute financial and risk management activities including depositing and reporting of receipts and maintenance of internal controls and appropriate safety measures.
o Understands and adheres to affiliate incident reporting processes and policy, and reports incidents within 48 hours.
Independently identify and resolve problems and identify and propose responses to developing trends. Work with the Regional Director of Health Care Operations in the development of new services. Implement, monitor and evaluate new programs and services as necessary.
o Effectively coordinate health center’s work with all other PPGR departments.
o Take personal responsibility to remain informed about family planning methods, technology and services offered by PPFA/PPGR and PPFA/PPGR protocols, policies and procedures to give regular feedback to the supervisor regarding training and continuing education needs.
o Support other agency activities (i.e. media interview, public policy initiatives) as they arise.

SPECIALITY AREA DUTIES:
I. EPM
· Using internal software system, compile and disseminate regular departmental statistics of patients served compared to goal, and other statistics as directed
· Utilizes expertise in EPM and EHR system configuration in order provide and develop training materials
· Ensure & Tracking off staff training files (complete/accurate)
· Compile and prepare reports as indicated: weekly clinic activity ; bi-weekly financial activity; monthly per funding source; as needed for grant (i.e. HIV) and research purposes
· Spearhead and manage special projects as delegated by Director of Surgical Services and/or VP of Patient Services.
· Provides input to Agency Training Calendar
· Assist in coordinating e-learning
· Provide Health Center with monthly formalized training for new staff.
· Ensuring that competency is established and documented by end of orientation phase.
II. Mentorship
· Mentor Assistant Health Center Manager (AHCM), and Health Center Assistant III(HCAIII)
· Meet monthly or bi-weekly, with the Regional Director of Health Care Operations via face: face/ email to communicate progress
· Work on special projects in order to enhance the AHCM/LHCA growth/development
· Build relationships with all mentors, and be able to answer questions and help in situations when necessary
· Adhere to the ethics and the principles of confidentiality.
· Other duties as assigned.
III. Training
· Help with Patient Services Onboarding Training
· Ensure & Tracking of staff training files (complete/accurate)
· Ensures that required CQRM program training/in services are completed.
· Assist in coordinating e-learning
· Provide Health Center with monthly formalized training for new staff.
Incorporate HCA and MA module training.
· Provide on-site assistance with onboarding process (e.g. administrative) and orientation for clinical staff, including fellows/residents, students and volunteers.
· Ensuring that competency is established and documented by end of Patient Service orientation phase.
SUPERVISORY RESPONSIBILITIES
Job includes full supervisory responsibilities, such as providing daily work direction, approval of absences or overtime, recommendations and approval regarding hiring, terminations, pay changes or job changes.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
B.S. /B.A. in related field or professional training. Minimum of 4 years of related work experience in health care setting desired, family planning preferred, will be considered in lieu of a degree.
Customer service experience required. Work experience and demonstrated skills in both personnel and systems supervision. Experience demonstrating good communication skills, a trustworthy non-judgmental manner, and ability to work with individuals of diverse backgrounds.
LANGUAGE SKILLS
Strong spoken and written communication skills. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers, organizations and employees. Interactions involve information exchange, presentation skills, decision making, problem solving, feedback, negotiations and training. Contacts frequently contain confidential and/or sensitive information necessitating discretion at all times.
MATHEMATICAL SKILLS
