We are seeking a Nuclear Material Manager to join our team supporting the Los Alamos National Laboratory! This position is full-time and will be based out of Los Alamos, New Mexico with hybrid flexibility.
Responsibilities
Support the Nuclear Material Management (NMM) program at LANL that administers LANL’s nuclear material inventory as a strategic asset for the execution of work across the Laboratory.
Ensures that there is a plan for all nuclear material, including a determined use and a disposition pathway.
Work with the NMM Program Manager to:
represent the objectives and goals of the program,
perform data analysis to determine trends,
identify issues, and
develop procedures for nuclear material owners.
Work with the managers of assigned technical portfolios to review products and reports to determine that programmatic needs and requirements are met.
Work with LANL SMEs to ensure that nuclear material storage containers meet the requirements of the surveillance and container efforts under the M441.1-1 portion of the portfolio.
Work with program office staff to identify and mitigate risk to deliverables, monitor and track cost, schedule, and progress against milestones.
Participate in program office efforts for special disposition projects that require unique packaging solutions.
Work with SMEs to identify and mitigate risks associated with unique packaging solutions and storage containers.
Apply advanced knowledge and experience to develop programmatic documents including functional series documents, project plans, policy documents, charters, and execution/implementation plans that cover programmatic work from conception to completion.
Review documentation of package operations, acceptance testing, and maintenance in accordance with the requirements in the Safety Analysis Reports for Packages.
Maintain advanced knowledge of the relevant technical discipline and understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of assigned portfolio(s).
Requirements
Education & Years of Experience – Bachelor’s Degree in a relevant STEM field from an accredited institution and 8+ years of relevant experience; additional, relevant experience may be considered in lieu of a degree
Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work
Clearance – To be considered, you must have an active or very recently active DOE “Q” Clearance or DoD “Top Secret” Clearance
Program Management: Advanced knowledge of, and successfully demonstrated experience in, all aspects of program management of technical work. Including, defining program work scope, schedules, budgets, priorities, and performance milestones. As well as, developing cost, scope, and schedule baselines; reporting program status and cost and schedule variance; managing change control and risk; and providing direction to a project management team. Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools. This includes demonstration of strong organizational skills and previous experience with the development, monitoring, and management of work packages.
Communication: Successfully demonstrated excellent oral and written communication and presentation skills. These interactions include building trust, gaining consensus, and resolving conflicts.
Collaboration: Successfully demonstrated development and nurturing of effective internal and/or external customer relationships. Experience leading and participating in cross-organizational teams that work with colleagues from across the DOE complex to achieve common goals and develop solutions to address challenges.
Desired Skills
Nuclear Materials Management: Knowledge and experience with nuclear materials containers and storage, inventory tracking, processing, receipt and shipping, and reporting of nuclear materials under the requirements of DOE O 410.2. Familiarity with the Order and its requirements is highly favorable.
Earned Value Management System: Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program, and formal training/experience in Earned Value Management and Baseline Change Requests (and associated software). Experience with P6 Primavera scheduling (not coding) and NNSA Enhanced Management Level B processes is a plus.
LANL Experience: Advanced knowledge of regulatory and Laboratory requirements related to nuclear material and programmatic work of potentially assigned portfolio(s). Knowledge of and/or experience working in the TA-55 PF-4 environment is advantageous.
