Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $84,087.00-$90,680.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Office of Human Resources (OHR) is a critical component in managing the agency’s most valuable resources, our employees. The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS’ vision of offering comprehensive, quality services that empower children and families to thrive. ACS’ Office of Human Resources’ primary functions include developing and implementing the agency’s human resources policies and procedures, recruiting, and hiring qualified candidates for open positions, providing onboarding and training to new employees, managing employee performance and compensation, and ensuring compliance with all applicable employment, civil service, and labor laws. In addition to our primary functions, the Office of Human Resources provides a variety of other services to employees, such as career development, employee benefits, and wellness programs. The Office of Human Resources also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce.

The Workforce Management Operations (WMO) Unit within the Office of Human Resources manages HR Operations processes affecting nearly 7,000 employees, as it relates to new-hire orientations, transfers, workers' compensation, performance evaluations, trainings (mandatory and voluntary), and HR customer service areas. The unit's work ranges from delivering presentations and trainings to processing daily forms and inquiries to conducting special projects such as developing new trainings, systems, forms, and protocols. Team members operate with a key focus on cross-training through the different unit areas in order to support seasonal or event-driven needs.

The WMO Unit is seeking a qualified individual to serve as a Special Projects Coordinator. Reporting to the WMO Director, the Special Projects Coordinator will be responsible for performing work as assigned by the unit Director based on continuous and ad-hoc needs of the unit, including but not limited to, the following:

- Use Excel to conduct heavy analytical work: data clean-up, analysis, and reporting.
- Identify, track, and communicate compliance with Key Performance Indicators (KPI) and processes.
- Recommend and implement process changes and strategies based on analysis of processes, KPI and other data.
- Develop written standard operating procedures and flow charts, creating presentations and trainings.
- Utilize City of New York systems: NYCAPS, PMS, CHRMS, WCS.
- Liaise with different HR units, ACS divisions, and partnering agencies.
- Perform general work unit work (e.g. processing forms, inquiries, and requests for a specific area) to support peak area seasonality.

Qualifications

A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position.
