Vichara is a Financial Services focused products and services firm headquartered in NY and building systems for some of the largest i-banks and hedge funds in the world.
This position will be in support of the NYS Tax Modernization Program. This program will
encompass multiple projects to modernize legacy systems within the NYS Department of Taxation
and Finance, which is responsible for billions in state revenue.
Some of the major areas under modernization include:
• Collections and Accounts Receivable
• Taxpayer Accounting
• Withholding Tax Returns Processing
The position requires an expert level candidate to develop project plans and manage the
implementation of multiple large-scale projects simultaneously.
Daily Tasks:
Daily Tasks will include but are not limited to the following:
The selected candidate will be responsible for all phases of the System Development Life Cycle for
large complex projects. The responsibilities will include:
• Manages assigned IT projects to ensure adherence to budget, schedule, and scope of project.
• Develops, maintains, and revises proposals for assigned projects including project objectives,
technologies, systems, information specifications, timelines, funding, and staffing.
• Sets and tracks project milestones; manages and accounts for unforeseen delays, then
realigns schedules and expectations as needed.
• Establishes and implements project communication plans, providing status updates to
affected staff and stakeholders.
• Collects, analyzes, and summarizes information and trends as needed to prepare project
84+ months: Candidate is able to provide guidance to large teams
and/or has extensive industry experience and is considered at the top
of his/her field.
2 Bachelor level or higher degree
3 Project Management Institute (PMI) accredited coursework

84 months experience in Project Management of Application
Development projects that include multiple platforms, application
programming languages and methodologies including internal and
external web applications

60 months experience implementing projects utilizing industry
standard project management life cycle methodologies including
iterative project planning tracked via a project plan

24 months experience in IT customer relationship management in a
governmental setting using centralized IT and project management
services.

24 months experience administering a multi-agency project portfolio
in a governmental environment which includes using standardized
project management templates; estimating IT project budgets;
determining Return on Investment (ROI); preparing Rough Order of
Magnitude (ROM) estimations for proposed projects and
implementation of Secure System Development Life Cycle (SSDLC)
methodologies.
