Program Manager- Foreign Military Sales (Secret Cleared)

Position Summary:


We are seeking an experienced and dynamic Program Manager to lead and oversee projects within the Foreign Military Sales (FMS) domain. The ideal candidate will have a strong background in managing FMS programs, a comprehensive understanding of the Department of Defense (DoD) acquisition processes, and experience working with international partners. This role requires exceptional leadership, communication, and problem-solving skills to deliver successful outcomes in a highly collaborative and regulated environment. This position features 30% travel (mix of US and international travel).


Active Secret clearance or higher required.


Responsibilities:
  • Program Leadership and Execution:
  • Manage all phases of FMS programs, including planning, execution, monitoring, and closure, to ensure on-time and within-budget delivery.
  • Develop and maintain detailed program schedules, budgets, and risk management plans.
  • Serve as the primary point of contact for customers, stakeholders, and internal teams on all program-related matters.
  • Stakeholder Engagement and Communication:
  • Collaborate with U.S. government agencies, foreign governments, and industry partners to ensure alignment with FMS objectives.
  • Maintain regular communication with Defense Security Cooperation Agency (DSCA), Security Assistance Offices, and other relevant entities.
  • Provide regular updates and reports to leadership, customers, and stakeholders on program performance and milestones.
  • Compliance and Contract Management:
  • Ensure adherence to FMS policies, regulations, and procedures, including compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Oversee contract negotiations and modifications in coordination with legal, finance, and procurement teams.
  • Monitor export control compliance, including ITAR and EAR regulations, in collaboration with export compliance officers.
  • Team Leadership and Development:
  • Lead cross-functional teams, including engineering, logistics, procurement, and finance, to achieve program objectives.
  • Foster a culture of collaboration, accountability, and continuous improvement within the program team.
  • Mentor and guide junior staff in FMS program management best practices.
