Associate Director of Residential Services - Housing Retention

The mission of the Colorado Coalition for the Homeless is to work collaboratively toward the prevention of homelessness and the creation of lasting solutions for homeless and at-risk families, children, and individuals throughout Colorado. The Coalition advocates for and provides a continuum of housing and a variety of services to improve the health, well-being, and stability of those it serves.


The Residential Services Associate Director (AD) of Housing Retention will work closely with the Supportive Housing leadership, CCH Property Management leadership, and voucher providers to optimize housing retention efforts and overall CCH operational success.  The AD supervises the team of Resident Service Coordinators (RSC) and Managers and maintains the housing retention protocol administered by RSCs to achieve consistency, fairness/equity, swiftness, transparency, and empowerment/inclusion across the programs. They will also work collaboratively with CCH leadership to identify critical Key Performance Indicators (KPIs) related to housing and property success/sustainability and operationalize the data collection, organization, and distribution of KPI data for visual management and performance evaluation.  Additionally, this position acts as part of the management team, collaborating to create a trauma-informed, supportive, inclusive work environment for staff and service environment for program participants.


NOTE: In order to ensure that our consumers receive the best possible care the candidate chosen to fill this position will be required to complete our internal credentialing and privileging process prior to a start date.  The credentialing and privileging timeline is dependent on the selected candidate's submission of documents necessary for clearance.  Please note that a start date will be scheduled once credentialing and privileging is complete.

Essential Job Functions 
  • Works to create a supportive working environment that encourages trauma-informed and culturally competent interactions that build collaboration and create a kind and respectful atmosphere throughout the Residential Services department and programs.
  • Oversees the Housing Retention Protocol informed by resident feedback, Permanent Supportive Housing best-practices, lease requirements, and the voucher administrative plans. 
  • Clarifies staff/resident roles and responsibilities within the housing retention protocol to ensure effective teamwork and clarity.
  • Identifies CCH KPIs related to housing program stability and collaboratively ensures data entry and collection plans support system evaluation through the use of standard work, training, and oversight. 
  • Creates and maintains data collection plans, through collaboration with the CCH Quality Assurance Department, that supports value and performance driven KPI dashboards.
  • Provides, at a minimum, bi-weekly individual and group supervision to program managers in the context of the housing retention, housing system education, and data collection. 
  • Identifies critical life-skills training and educational programming to be offered by RSCs across CCH properties that support the Supportive Housing teams, properties, and voucher administrators. 
  • Supervises a team of RSC’s highly skilled in leadership, systems education, role clarification across various departments, KPIs, conflict management, critical thinking, and problem solving.
  • Supports and integrates the use Critical Time Intervention within the housing retention protocol. 
  • Creates and/or utilizes systems of accountability that track Integrated Health Services utilization across CCH owned properties. 
  • Assures compliance with funding requirements, including periodic reports to grantors and partners and ensuring all verification paperwork and data entry is completed as required by law and/or payor sources.
  • Drives company vehicles as required, including transporting residents if needed.
  • Assists in the development and oversight of program budgets, grant applications, and completion of all required reports to funders as assigned.
  • Assists in the implementation of quality improvement activities including providing oversight, implementation, documentation, and follow-up.
  • Completes other special duties and tasks as assigned by management.


Qualifications Summary 
  • Knowledge of homelessness, mental illness, and substance abuse including symptoms and treatment options, local services, and resources and ability to coach management staff on the topics;
  • Knowledge of Fair Housing, property management operations, and voucher administration; 
  • Understanding of Trauma Informed Care and ability to apply the principles to supervision and client care;
  • Ability to listen effectively, synthesize and analyze information, and respond creatively to challenging situations;
  • Ability to interact with residents in a fair and tactful manner;
  • Ability to make sound decisions, using available information while maintaining appropriate confidentiality;
  • Ability to pass automobile insurance carrier’s motor vehicle record investigation;

Education and Work Experience
  • Minimum of a Bachelor’s degree in a related field or equivalent experience in similar program(s).
  • Previous Resident Services Coordinator experience preferred.
  • Prior management and supervisory experience required.
  • More than two years of experience in a similar setting (residential, mental health, transitional housing, etc.) required. 
  • Experience with co-occurring mental health and substance treatment disorders preferred.
