The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.
The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. Under the general direction of the Superintendent of Harbor Maintenance, plans, assigns, directs, supervises and inspects work of journey level roofers in the maintenance, repair and replacement of roofs within the Port of San Francisco.
The essential functions of this position include but are not limited to:
Education
Completion of a recognized three and a half (3.5) years (42-month) Roofer apprenticeship program.
Experience
Five (5) years of experience as a journey-level roofer.
License and Certification
Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.
Substitution
Additional experience as described above may substitute for the required apprenticeship program on a year-for year basis.

The Ideal Candidate will have:
Transportation Worker Identification Credential (TWIC) Card
This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.
The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.
Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Oral/Performance Examination: (Weight 100%)
Qualified candidates will be tested to determine their relative knowledge, ability and skill levels in job-related areas, which may include but not be limited to: knowledge of roofing methods and procedures, of tools, materials and equipment used to maintain, repair and reroof new and existing roofs, and of safety procedures; ability to communicate both in writing and orally, to supervise a unit, to perform actual physical work and to read blueprints.
Please note: this in-person examination is only held in San Francisco. Those candidates meeting the Minimum Qualifications will be notified of the exact date, time and location to report to the examination.
Failure to complete these steps by the established deadlines may result in disqualification.
A passing score on the Oral/Performance Examination must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be twelve (12) months and may be extended with the approval of the Human Resources Director.
Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores, pending approval from the union for an expanded certification rule.
