Job Description

Post for permanent DOHMH employee in the title of Administrative Staff Analyst only**

The Bureau of Workforce Development and Training, which houses the Office of Experiential Learning and the Office of Training and Professional Development, seeks to increase the knowledge and skills of the current and future workforce by providing opportunities for professional development, career counseling, mentor ship, and trainee ships in support of the values, vision and mission of the New York City Health Department.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Strategize with the Director of Learning and Development to standardize and operationalize equitable, inclusive training programs that align with strategic goals relating to customer experience, supervisory and leadership development in the public health field.
- Collaborate with divisional subject matter experts to solicit input for the soft skills portfolio, including Customer Experience workshops, among other courses.
- Design quantitative and qualitative surveys and related data-gathering tools for training and/or employee skills assessments, post-course evaluation, tracking and reporting.
- Analyze/interpret training data and make recommendations to create and foster equitable learning spaces.
- Design and implement skill-building activities Assist in the development and design of interactive e-learning solutions, including templates and graphics to be used for the delivery of online content.
- Create charts and diagrams that can relay complex data quickly and easily.
- Troubleshoot issues and coordinate solutions relating to technical issues with virtual delivery of learning content.
- Perform other related duties and responsibilities as requested by the Senior Director of Training and Professional Development and Director of Learning and Development.

PREFERRED SKILLS:
- 3-5 years' professional experience developing training programs and performing training and curriculum development work within a public health or human services environment.
- Experience in Training, Adult Education and/or Course Design/Development.
- Exceptional verbal and written communication skills.
- Working knowledge of ADDIE, Kirkpatrick model and training evaluation and reporting.
- Ability to research, design and implement new initiatives.
- Prior experience working with diverse stakeholders, both internal and external, in a consultative capacity.
- Knowledge of e-based and in-person knowledge-building platforms and learning management systems.
- Advanced knowledge of and experience with the Microsoft Suite (e.g., Word, Excel, PowerPoint) and intermediate-level Acrobat Professional.

ADMINISTRATIVE STAFF ANALYST ( - 1002A

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
