Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Planning and Resiliency (P&R) Bureau’s mission is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency. To execute this mission, the P&R Bureau includes Interagency Coordination division, Resiliency and Recovery, and Planning Unit.

The Resiliency & Recovery Division focuses on bridging long-term strategies to reduce NYC’s risk with actionable operations and programs. The Division consists of two units: Resiliency Implementation and Resiliency and Recovery Planning. The Resiliency Implementation Unit is responsible for maximizing the City’s receipt of resiliency funding and resiliency operations for temporary and permanent coastal flood protection measures. The Resiliency and Recovery Unit is responsible for recovery planning, the City’s Hazard Mitigation Plan, and risk assessment tools.
NYC Emergency Management seeks a candidate responsible for overseeing the Resiliency and Recovery Planning Unit, reporting to the Assistant Commissioner of Resiliency and Recovery, which advances the city’s risk analysis and recovery capabilities to facilitate a seamless transition from the response, recovery, and mitigation phases of the emergency cycle.

The Director of Resiliency and Recovery Planning will have broad responsibility to assess hazard vulnerabilities, enhance disaster recovery capabilities, identify mitigation opportunities, and develop/enhance tools that support scoping for resiliency projects when funding is available to the City. The director will supervise assigned staff and/or consultants.

Responsibilities may include but are not limited to the following:

- Oversee the development, maintenance, and updating of the Hazard Mitigation Plan, all hazards recovery plans, housing recovery plans, and hazard risk analysis tools.
- Lead initiatives, studies, and programs that support the City’s long-term risk reduction, resiliency, and recovery effort
- Collaborate with community groups, academics, and other stakeholders in the planning that improves the City’s all-hazard risk assessments and recovery operations
- Integrate principles of resiliency and emergency management with other citywide resiliency planning efforts
- Work with subject matter experts to develop pre-disaster recovery capabilities, including a focus on outreach, housing recovery, data management, and operational planning
- Work with agencies and organizations to identify mitigation actions
- Develop and enhance risk assessment tools such as the Urban Risk Index, Hazard History and Consequence (HHC) tool, and Community Risk Assessment Dashboard and resources that support the City’s ability to seek pre-disaster and post-disaster Hazard Mitigation Assistance grants
- Working with the Assistant Commissioner, sets the strategic vision for the unit and communicates a path to work toward it
- Oversee Resiliency and Recovery Planning staff and consultants and foster a collaborative, supportive, and encouraging team culture.
- Develop relationships with agency staff across all units and bureaus, finding innovative and creative ways to connect resiliency and recovery planning to the broader agency mission.
- Create and maintain unit budget and seek out grant opportunities to continue sustainment of unit activities and new initiatives
Perform other duties as assigned by Resiliency and Recovery Leadership

**PLEASE NOTE THE FOLLOWING:

The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Funding – This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2025 with the possibility of an extension.

PREFERRED SKILLS

- Superior project management skills and a demonstrated ability to work independently or collaboratively to prioritize and deliver complex projects within compressed timelines.
- Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint) and database management systems (e.g., AirTable).
- Excellent verbal and written communication skills, including experience distilling complex information for planning documents and briefing executives or other stakeholders.
- Confidence and experience managing multiple projects in a high-pressure work environment.
- Excellent people management skills with a proven ability to effectively coach and mentor staff, invest in their professional development, and create and enhance positive team culture and working environments.
- Strategic planning skills and experience setting vision/goals/objectives for staff are strongly preferred.
- Knowledge of and experience in applying the concepts, theories, principles and practices of emergency management, hazard mitigation, climate resiliency, and recovery.
- Ability to analyze, evaluate, and manage program operations including vendor management and consultant supervision.
- Experience facilitating meetings and discussions with various stakeholders including with community organizations, academic partners, and government stakeholders
- Preferred experience with both recovery and hazard mitigation planning and grants such as FEMA Hazard Mitigation Assistance, FEMA Individual Assistance and Public Assistance, HUD CDBG-DR, and SBA loans.
- Experience overseeing budgets and applying for grants to support programs is strongly preferred.

EMERGENCY PREPARDNESS MANAGER - 94611

Qualifications

1 . A four-year high school diploma or its educational equivalent and eight years satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or a combination of the areas listed in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or

3. A master' s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, and three years of satisfactory full-time professional experience in one or a combination of the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent and the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
