Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $62,043 - $72,000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD PROTECTIVE SPECIALIST.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

The Office of Quality Improvement (OQI), within the Division of Policy, Planning and Measurement (DPPM), evaluates case practice delivered by agency child welfare program divisions. OQI evaluates case practice through three distinct methods: 1. A detailed review of all cases that involve a child fatality, in order to identify systemic recommendations for quality improvement; 2. A detailed review of cases selected for ChildStat and CARES Forum, management accountability and learning sessions that include borough leadership, provider agencies (including foster care and preventive, when relevant) and the executive leadership team, in order to identify opportunities for improving case practice system-wide; 3. A quantitative and qualitative review and analysis of investigations conducted by the Division of Child Protection within each borough and zone, leading to reports for DCP senior management and borough leadership to inform improvement planning.

Reporting to the Director of the Child Fatality Review Team within the Office of Quality Improvement (OQI), the Case Reviewer will be responsible for a multisystem review of Connections, the Legal Tracking System (LTS), the Health and Human Services Connect (HHS Connect) database, the Case Assignment System (CAS) and other databases to complete a comprehensive case review. The Case Reviewer will also perform other duties that facilitate improvements in practice by frontline staff within NYC Administration for Children's Services and its contracted agencies to ensure that the mission of child safety, permanency and well-being is achieved.

Duties of the Child Fatality Review Team Case Reviewer include, but are not limited to, the following
- Prepare comprehensive written reports which include reviews of child protection, foster care and preventive case records.
- Assess case practice to identify significant areas of study to address challenges or barriers to quality practice and service delivery.
- Participate in and present at scheduled lnterdivisional Team meetings to discuss case reviews and qualitative analyses of case practice by ACS and its provider agencies, as well as the appropriateness of services provided by other systems, both public and private.
- Conduct Human Factors Debriefing sessions with DCP and provider agency staff, including managing outreach and scheduling sessions.
- Facilitate monthly Systems Learning Sessions (mapping) sessions and quarterly Systems Learning and Improvement Sessions with DCP staff, representatives of other ACS divisions, external consultants and contracted agency providers.
- Complete accimaps (a systems-based analysis process) as needed.
- Evaluate ACS and its provider agencies case practice performance through the utilization of a
standardized review process, identifying key casework practice issues and specific indicators of quality case practice.
- Participate in orientation sessions related to the safety science model of reviewing critical incidents and child fatalities.
- Complete Systemic Scoring Analysis Tool on fatality cases reviewed.
- Complete written narratives on all Systems Learning Sessions, Systems Learning and Improvements Sessions, Human Factors Debriefs and Scoring Analysis.
- Accurately input data into fatality database and Excel spreadsheets as required.
- Participate in the preparation of reports as needed.
- Support colleagues with notetaking and participation in Learning Sessions as needed.
- Support and perform other duties as needed and identified by DPPM/OQI leadership.

maltreatment report.

CHILD PROTECTIVE SPECIALIST (C - 52366

Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, at least 12 of which must have been in one of these disciplines.

Additional Information: Section 424-a of the New York State Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities is or has been the subject of an indicated child abuse and maltreatment report on file with the Statewide Central Register for child abuse
and maltreatment. Statewide Central Register screening will be conducted prior to considering a candidate for employment as a Child Protective Specialist. Candidates who have been the subject of an indicated child abuse and maltreatment report may be disqualified from appointment to this position.

Requirements for Assignment Level II
a. Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II.
b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Protective Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
c. To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child protective casework experience.
