Located in Baltimore’s cultural center near the historic Mount Vernon neighborhood, UMMC Midtown Campus is a 180-bed, community teaching hospital with a focus on helping people manage chronic diseases, including diabetes, hypertension, pulmonary conditions, and infectious diseases.

Job Description

General Summary
 

Direct the UMMC Project Development department and staff on capital budget development, development and maintenance of planning and design standards, construction and project development and oversight of real estate services for the University of Maryland Medical Center (UMMC) Downtown and Midtown Campuses.  Offer technical guidance and expertise regarding the disciplines of healthcare architecture and engineering design, capital project management, construction, and commissioning and other related disciplines. Manage portfolio of active projects to optimize deployment of resources and minimize disruption to on-going hospital operations while delivering individual projects on time, on scope, and on budget. As a member of the leadership team is responsible for creating and sustaining the expected environment of care within the hospital.           

This position reports to the UMMC-DTC VP of Operations and is also accountable to the on-site leadership at the Midtown campus for services delivered at that site.

 

Principal Responsibilities and Tasks

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification.  They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

 

  1. Capital Project Management activities:  Provides leadership to Director of Construction and Project Development and Director of Planning and Design and all team leaders to ensure execution of projects from design through construction, commissioning, activation, and occupancy ensuring that projects run according to schedule, are cost effective, and meet organizational objectives.  Provides information, advice and guidance to staff, consultants, contractors, other project stakeholders and UMMC leadership.
      1. Responsible for routine reporting on status of planning projects against established performance goals. 
      2. Develops, maintains, and approves UMMC project management standard operating procedures and project controls.
      3. Monitors status of projects to determine conformance with established project and organizational goals. Intervenes as necessary to manage known risks. 
      4. Reviews and acts as final facilities signatory on all requisitions, change orders and other resource requests per established approval thresholds
      5. Provides oversight to the operations scheduling and coordination group to ensure master schedule construction activity to minimize disruption to on-going patient care operations and to optimize use of resources.
      6. Responsible for routine reporting on status of projects against established performance goals to senior leadership groups including Executive Council and CEO Council.  
    1. Strategic Facilities Master Planning and Space Management:  Provide leadership and coordination in all matters related to the UMMC Facilities Master Plan and existing conditions assessment including construction of new campus facilities, accelerating carbon neutrality work, site selection and acquisition, capital construction and engineering activities.
    2. Real Estate:  Responsible for the oversight of all space related leases for the medical center including management of space as it pertains to annual contract with UMB and off site spaces.
    3. Capital Administration:  In coordination with Finance, Procurement and other UMMC divisions, designs and implements project administration processes and procedures to be used by all project management team staff.  This includes processes for project accounting, contracting, client management, safety, status tracking and reporting, and overall process management and monitoring.
      1. Provides leadership to the development of the five year and annual capital facilities plan. The plan lists the specific projects, including remediation of deferred maintenance and capital renewal work that are to be funded from a given year’s capital budget. The plan identifies scope, budget, source of funds, expected timeline for delivery and sponsor for each identified project. The Plan will be reviewed and may be revised mid year to optimize the use of allocated funds.
      2. Leads capital asset planning group. Works to reconcile competing interests for capital investments for facility and equipment repairs and replacements.
      3. Member of the Medical Center Capital Committee to provide guidance to facilities needs to address ongoing maintenance and infrastructure needs.  Advises on capital priorities as it aligns with the Strategic Facilities Master Plan and Conditions Assessment.
    4. Resource Management
      1. Monitors and analyzes budgetary variances in collaboration with the Senior Director of Architecture, Planning and Construction.  Projects personnel and material expenses for new programs.
      2. Oversees and coordinates activities of departmental support personnel in accordance with department and Human Resources policies and procedures.
      3. Monitors and controls labor, materials and expenditures to ensure work production is cost effective.
      4. Projects workload and resource requirements for future projects and ensures capability to perform workload is maintained.
    5. Safety and Standards Compliance:
      1. Ensures that appropriate design standards are developed, maintained and enforced with system operators which cost effectively maintain the highest consistency and efficiency of operations.
      2. Ensures compliance with federal, state and local electrical, mechanical standards, codes, designs and regulations.
      3. Responsible for the continued enforcement of a Safety Management program by adhering to JCAHO, OSHA and related industry standards for safety and the environment of care.
      4. Develops policies and procedures, and measures performance to ensure safe design and construction services.
      5. Responsible for the integrity and safety of all staff, patients, visitors, buildings and building systems during construction.
    6. Minority Business Enterprise Performance and Partnering:  Responsible for minority business participation and development, including coordinating, directing and reviewing performance of small minority business participation in UMMS construction projects.
    7. Customer Satisfaction:  Develops and maintains a process for measuring customer satisfaction and uses results for process development and improvement.  Responsible for maintaining excellent relationships with internal and external stakeholders including the management of the relationships with UMB and UMMS Facilities teams.

 

 

Qualifications

  1. Education and Experience

 

  1. A Baccalaureate Degree in Engineering, Architecture or a related field from an accredited college or university or an equivalent combination of education and experience is required. Current registration as a professional engineer is preferred.
  2. A minimum of ten years professional experience in design, construction, electrical, mechanical or civil engineering or equivalent is required.  In addition, a minimum of five years complex construction project management experience in a medical or university environment and to include progressively responsible supervisory and management experience is required.
  3. Knowledge of mechanical and electrical engineering systems and equipment, such as, fire suppression systems, HVAC, plumbing, wiring, medical gas systems and electrical components is required.
  4. Proficient knowledge of JCAHO, local, state, federal codes, building codes, industry standards in mechanical, electrical, life safety and fire protection engineering fields.
  5. General knowledge of Computer Automated Design (CAD).  Demonstrated knowledge of microcomputer applications, including word processing, graphics, spreadsheets and data management.
  6. A high level of proficiency and demonstrated effectiveness in problem solving and implementing new programs related to increased departmental and organizational operating efficiency is required.  Effective interpersonal skills are needed to manage multi-trade teams.
  7. Highly effective verbal and written communication skills are required to work successfully with a diverse group of staff at all levels within the organization, including executive management and the Board of Directors.

 

IV.         Knowledge, Skills and Abilities

    1. Expert knowledge of facilities planning, architectural/engineering, construction and interior design facilities is required.
    2. Familiarity with the use of PC software for business support and working knowledge of critical path scheduling and Computer Automated Design programs is required.
    3. Demonstrated knowledge of mechanical, electrical and civil engineering, practical concepts, interior design and construction, specification and blue print reading is required.
    4. Knowledge of hospital design and building codes and regulations are required.
    5. Demonstrated effectiveness in managing, directing and coordinating work productivity and performance.
    6. Proficient budget management skills are required.
    7. Highly effective verbal communication skills are required to work with and direct management and various staff, and to direct various construction projects.  Effective writing skills are necessary to evaluate staff and prepare various reports.
