About the Job:

The Aviation Security & Public Safety department is looking for a Senior Security & Public Safety Analyst with a strategic focus on compliance and coordination to lead the daily operations of airport security and emergency response efforts. This role is critical in safeguarding our airport community by ensuring alignment with federal, state, and local safety regulations while enhancing emergency preparedness and security response. This is a promotional opportunity open to active and qualified San Diego County Regional Airport Authority employees only.

As a senior-level team member, you will supervise the Aviation Security duty staff, oversee programs such as Authority’s Notice of Violation (NOV) Program, and support the ongoing development of safety initiatives across the organization. You’ll serve as a subject matter expert, representing the department in internal and external forums, and advancing collaboration with regulatory and enforcement partners. This is an opportunity to protect one of the nation’s busiest single-runway airports while playing a key leadership role in a mission-driven, public service environment.

What You’ll Do:

  • Security &  Public Safety Operations – Coordinate daily security and public safety efforts to ensure compliance with federal, state, and local regulations.
  • Emergency Response – Lead response efforts for security incidents including security breaches and other security and public safety situations.
  • Regulatory Interpretation – Serve as a subject matter expert on security regulations, mandates, and operational requirements.
  • Assessment & Outreach – Conduct security and safety assessments, drills, and awareness activities; represent programs in committees and selection panels.
  • Stakeholder Engagement – Collaborate with internal and external partners to resolve issues, advance initiatives, and monitor contractor performance.
  • Staff Supervision – Oversee Aviation Security and Public Safety duty staff and evaluate performance in alignment with operational goals.
  • Program Development – Contribute to streamlining practices, preparing reports and budgets, and advancing infrastructure and industry knowledge.
  • Operational Driving*: Perform tasks such as assessments and incident investigations in security-controlled areas within the AOA (Air Operations Area) that are only accessible by Airport Authority vehicle.

  5. Relationship Management – Builds strong internal and external partnerships; champions collaborative approaches to problem-solving.
  6. Project Management – Plans and executes projects with defined strategies; ensures timely and effective completion.
  7. Technology Proficiency – Leverages systems and tools to enhance public safety operations and compliance tracking.

The Experience You Need to Have**:

  • Five years of progressively responsible administrative and/or programmatic experience in aviation security and/or emergency preparedness; or any equivalent combination of education, training, and/or experience.
  • Graduation from an accredited four-year college or university with a major in aviation management, public administration, security or emergency management, or a closely related field.

Licenses, Certificates, and Special Requirements :

  • Maintain a valid driver’s license and the ability to maintain insurability under the Authority’s vehicle insurance policy.
  • Successful completion of a fingerprint-based background investigation, training, and testing required for employment and operation and operation of Authority and San Diego County physical security, surveillance, radio and telecommunications equipment.
  • Applicants must be a designated Airport Security Coordinator (ASC) as approved by Aviation Security and Public Safety Management and the Transportation Security Administration.

*Driving is an Essential Function

This role requires regular driving as a critical part of performing work-related duties, specifically involving the operation of Airport Authority vehicles. A valid California driver’s license is required, along with strict adherence to all traffic laws and safety regulations. Applicants must maintain an acceptable driving record to operate Authority vehicles. Compliance with Airport Authority vehicle use policies, including safety protocols and reporting requirements, is mandatory. Applicants must acknowledge that driving Airport Authority vehicles is an essential function of this role.
