Agency Description

The Office of the Chief Administrative Officer (“CAO”) works to modernize city government and improve the efficiency, effectiveness, equity, and accessibility of City services by strengthening the city’s administrative functions and enabling resident-facing departments to evaluate, plan, and continually improve their service delivery.

The following departments and functions report to the CAO: Human Resources and Talent, Office of Innovation and Technology, Procurement, Records, Office of Administrative Review, Bureau of Administrative Adjudication, Open Data and Digital Transformation, and Contracting.

Job Description

Position Summary

The CAO is seeking a well-organized, responsive, and analytical Culture and Program Analyst to support the Chief Operating Officer by providing essential data analysis, program coordination, and communications support across CAO departments.

This role focuses on two core areas:

  • Program Analysis & Support: Assist with employee engagement initiatives, culture-building events, and transformation projects citywide, including data collection, reporting, and program evaluation.
  • Communications Support: Collaborate on the development and distribution of internal and external communications to promote CAO’s core values and initiatives.

The ideal candidate will possess strong analytical skills and experience in program coordination, contributing to a positive workplace culture and effective communication strategies.

Duties and Responsibilities

The CAO Culture and Program Analyst will support cultural initiatives, data analysis, event logistics, and general program functions across the CAO. Key responsibilities include:

Culture and Communication Support:

  • Assist the Culture and Communications Specialist with citywide culture initiatives, such as the Employee Recognition Program, CAO Community Corner, and Chat with the CAO.
  • Identify and recommend ways to enhance program effectiveness, streamline processes, and boost participation in culture initiatives.
  • Support logistical planning for employee engagement activities and citywide programs, both internal and external.
  • Attend and assist in facilitating employee engagement events, providing logistical support when needed.
  • Develop and update an internal knowledge base for culture and communication programs, maintaining guidelines, FAQs, and relevant resources.
  • Ensure staff can easily access information about CAO programs, processes, and contacts.
  • Assist in the creation of visually engaging materials, such as posters or digital graphics, for internal communications related to upcoming events or programs.
  • Assist in drafting communications and internal updates that align with CAO branding guidelines.

Analytical and Project Support:

  • Collect, analyze, and report on employee engagement, program participation, and feedback data to identify trends and opportunities for improvement.
  • Design and distribute surveys to gather feedback on engagement activities, communication efforts, and general employee satisfaction.
  • Compile and analyze survey responses, translating insights into clear action items and presenting findings to the Culture and Communications Specialist.
  • Evaluate culture and communication programs, providing actionable insights to optimize strategies, and administer surveys to measure employee satisfaction.
  • Coordinate logistics for special projects as directed by department leadership.
  • Independently resolve complex clerical, administrative, and analytical tasks, ensuring continuity and efficiency.
  • Assist in the preparation of reports, presentations, and meeting materials with a focus on clarity, grammar, and formatting.
  • Attend meetings, take notes, and provide summaries for team members and stakeholders.
  • Document and refine administrative processes to improve efficiency and streamline task completion.
  • Document procedures for recurring events and projects, building a repository of templates, best practices, and timelines for use across CAO teams.

Additional Responsibilities:

  • Prioritize tasks efficiently to meet deadlines and manage stressful situations effectively.
  • Perform other duties as assigned.

Knowledge, Skills and Abilities

  • Knowledge of the City of Philadelphia organization practices and process is a plus.
  • Ability to use efficient learning techniques to acquire and apply new knowledge and skills
  • Proven ability to multi-task in a fast-paced environment
  • Excellent time management and organizational skills
  • Self-starter with flexibility to both work independently and as part of a team  
  • Experience with problem solving and data analysis
  • Possess superior editing, writing, and communication skills.
  • Strong interpersonal skills with the capacity to collaborate across diverse teams, city departments and occasionally the public.
  • Fluency in Microsoft Office Suite
  • Knowledge of creative platforms such as Canva is a plus.  Be prepared to provide work examples.
  • Proven AI prompt experience is a plus

Qualifications

Required:

  • Minimum: Completion of an Associate’s degree in a relevant field (e.g., Communications, Business Administration, Human Resources, Public Administration, Social Sciences) or an equivalent certificate program from an accredited college or university.
  • Preferred: Bachelor’s degree in a related field, especially those emphasizing data analysis, program management, communications, or human resources.
     
  • Minimum: 2–4 years of applicable work experience in program coordination, data analysis, communications, or human resources, preferably in a large organization or government setting.
  • Preferred: Experience in supporting or coordinating employee engagement programs, culture-building initiatives, or events; strong familiarity with data analysis and reporting tools (e.g., Excel, Google Analytics, or survey software); experience with project or event management software would be a plus.

Equivalent combination of relevant education and experience may be substituted as appropriate

Salary Range: $50,000 - $60,000
