Job Description

FLAT HIRING RATE: $72,190--

The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Serve as the liaison between the Assistant Commissioner and the Senior Leadership team, including coordinating and compiling information from Bureaus to ensure timely completion of follow-up items and reports, with emphasis on aligning Divisional work.
- Attend meetings with the Assistant Commissioner to provide a record of the discussion, decisions made, next steps and follow-up items, including distribution of follow-up materials to meeting participants as needed.
- Perform general administrative tasks to support the Assistant Commissioner and Bureau.
- Manage the Assistant Commissioner's calendar
- Assist in conducting research to support new proposals or initiatives, including literature reviews, and evaluation of topic-specific programmatic approaches and interventions;
- Assist in conducting research and prepare presentations, one-pagers, letters, reports, remarks for speaking engagements and briefing materials as needed for the Assistant Commissioner
- Interface with staff from across the division and agency (including Chief Operating Officer, ACCO, contracting, IT, financial, legal, and operations), building collaborative relationships and serving as a liaison of FCH Bureau of Administration
- Assist with managing data gathering and reporting related to division administrative functions.
- Collect data and information from internal and external partners to draft reports on progress of projects, programs and grants, including timelines and potential challenges.
- Other duties as assigned.

PREFERRED SKILLS:
- Ability to exercise independent judgment appropriately in a fast-paced, time-sensitive work environment
- Experience in public administration and/or public health, notably in conducting literature reviews, and reviewing policies and procedures
- Experience in collecting and analyzing quantitative and qualitative data.
- Outstanding written and verbal communication skills.
- Commitment to systems thinking and relationship/team building.
- Experience with and dedication to racial equity and social justice work.
- Strong relationship-builder; ability to build and maintain effective working relationships
- Solution-oriented with strong problem-solving skills.
- Excellent organizational and technology skills, including Microsoft Outlook and Office Suite.
- Professional, analytical, creative, flexible, and able to meet tight deadlines and able to manage simultaneous projects from all stages.
- Knowledge and experiences with infectious diseases and emergency responses.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
