Job Description

The Quality Assurance Program Manager is responsible for managing and overseeing the review and verification of lead-based paint testing reports submitted by external vendors working with the housing authority. This role ensures that the lead testing reports meet all regulatory standards and guidelines, including those set by the U.S. Environmental Protection Agency (EPA), U.S. Department of Housing and Urban Development (HUD), and state/local regulations. The Program Manager ensures the accuracy, consistency, and compliance of all vendor-submitted reports, and works closely with external partners and internal stakeholders to mitigate lead-related risks within housing authority properties.

Key Responsibilities:
- Plan the collection, organization, analysis, interpretation and presentation of data relative to issues with quality assurance.
- Develop analyses of data based on submissions including the preparation of questionnaires and other forms for the collection of data and the writing of procedures.
- Lead-Based Paint Testing Report Review: Oversee and manage the review of lead-based paint testing reports submitted by vendors and contractors, ensuring they are accurate, complete,
and compliant with all relevant regulations (HUD, EPA, local regulations). Evaluate vendor-provided data, including inspection results, risk assessments, and clearance reports.
- Compliance and Regulatory Oversight: Ensure that all vendor reports meet the regulatory requirements established by HUD, EPA, and state or local environmental agencies. Stay up to date
on changes in lead-based paint testing standards and regulations and incorporate those into the QA program.
- Quality Assurance Reviews: Conduct thorough reviews of lead-based paint testing reports for accuracy, completeness, and compliance. Identify any discrepancies or areas of concern and
work with vendors to resolve them. Establish corrective actions for reports that do not meet standards.
- Vendor Management and Collaboration: Act as the point of contact for all vendor-related QA issues regarding lead-based paint testing reports. Work closely with external vendors to provide
feedback, clarify testing procedures, and ensure they meet housing authority quality expectations. Monitor vendor performance and ensure consistent adherence to quality standards.
- Report Validation: Validate the findings from lead-based paint testing reports, including sample results, risk assessments, and clearance testing. Ensure that the recommended actions are
consistent with regulatory requirements and that reports are actionable for property remediation.
- Corrective Action and Issue Resolution: Manage the resolution process for any issues or discrepancies in vendor-submitted reports, ensuring corrective actions are taken in a timely and
thorough manner. Track and follow up on corrections until reports are compliant.
- Training and Support: Develop and deliver training to vendors, and internal staff on the proper documentation, reporting procedures, and regulatory requirements for lead-based paint testing.
Ensure that vendors understand the specific expectations of the housing authority when submitting testing reports.
- Documentation and Record Keeping: Ensure that all lead-based paint testing reports, communications with vendors, and corrective action documentation are properly recorded and stored in
compliance with housing authority policies and applicable laws.
- Program Improvement: Continuously evaluate the effectiveness of the QA process for lead-based paint testing report reviews. Recommend improvements or process changes to streamline
the review process, reduce errors, and enhance overall quality assurance.

Qualifications

1. A baccalaureate degree from an accredited college, including or supplemented by 30 semester credits in the physical and/or biological sciences, i.e., biology, botany, chemistry, geology, physics, physiology, and zoology; of which not more than 12 credit hours may be in the applied sciences, i.e., environmental technology, sanitation technology, medical technology, public health, infection control or food service; and at least two years of satisfactory full-time experience performing inspections to assure compliance with pertinent laws, rules and regulations governing the areas of food, drugs and general environmental conditions; or

2. An associate degree from an accredited college, with 15 semester credits in the physical and/or biological sciences, of which not more than 6 credit hours may be in the applied sciences, and 4 years of satisfactory full-time experience as described in "1" above; or

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 60 semester credits from an accredited college, including at least 15 semester credits in the physical and and/or biological sciences. Furthermore, to assure compliance with Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health), all candidates must have at least 2 years of experience as a public health sanitarian as described in "1" above.

4. Furthermore, to assure compliance with Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health), all candidates must have at least 2 years of experience as a public health sanitarian as described in "1" above.

7. In order to be eligible for promotion to a supervisory level, candidates must have 2 years of experience as a public health sanitarian, pursuant to Section 11.112 of the Compilation of the Rules and Regulations of the State of New York (NYCRR) – Title 10 (Health).

8.
