The Human Capital (HC) unit provides personnel and administrative support to all agency employees and programs. We are seeking an experienced Human Capital Associate who will report to the Human Capital Manager, Workforce Development. The selected candidate will provide support to the team in creating initiatives, reports, workflows, processes, and records related to Workforce Development. This is an exciting learning and development opportunity for individuals interested in expanding their knowledge and experience in Human Resources and Workforce Development.
The Human Capital Associate/Clerical Associate responsibilities will include, but are not limited to:
- Assist with ensuring compliance with Performance Management Unit protocols and procedures;
- Support the development and revision of performance management processes and assist with tracking weekly and progress reports;
- Ensure managers submit completed performance evaluations to provide employees with clear feedback, supporting the agency’s continued growth and success across projects. Help monitor staff performance evaluation records and assist division leaders in developing performance improvement plans;
- Assist supervisors with ePerformance system inquiries;
- Coordinate job performance training, track mandatory courses, and support new hire orientation;
- Assist with eLearning account creation, track training requests, and manage LinkedIn Learning access and content;
- Support program strategy development, conduct research on external training opportunities, and help improve engagement;
- Assist with maintaining and updating LinkedIn Learning usage records and learning paths;
- Assist in tracking and archiving files in compliance with NYS Records Retention policies;
- Support HR system updates, respond to employment verification requests, and assist with ad-hoc assignments and special events; and
- Assist with new hire orientation sessions, presenting agency policies, procedures, and essential information to ensure smooth onboarding.

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
