Job Description

Open to permanent Administrative Accountant and comparable permanent titles of Administrative Contract Specialist, and Administrative Procurement Specialist**

The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and health care systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorker's. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, and Administration Services. The division's Executive Deputy Commissioner also serves as the Agency's Chief Medical Officer.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Serve as a strategic partner with CHECW's leadership team on all aspects of the fiscal health and activities of the division.
- Oversee CHECW's procurement functions, including contracts, purchases orders, intracity agreements, MOAs, MOUs, and p-card purchases.
- Ensure procurement transactions are completed in a timely manner and division staff receive assistance in the review and approval of vendor invoicing and contract management issues.
- Advise the Assistant Commissioner on contract and procurement matters, including supporting the planning of new or ongoing programs, to ensure division priorities are successfully - addressed.
- Review and monitor CHECWs procurement and contracting actions to ensure compliance with the Mayor's Office of Contracting Services (MOCS), the Comptroller, and the Procurement Policy Board (PPB) rules and all other applicable city, state, and federal requirements.
I- n partnership with the Assistant Commissioner, manage CHECW's preparation of the division's New Needs, Budget Reductions, and other Financial Plan actions.
- Oversee financial reporting for the division, including monthly spend plans, budget metrics, preparation of financial plans, presentation, and ad hoc reports to facilitate decision making. -
- Provide oversight and support a team of nine direct and indirect staff. Recruit, retain, and motivate staff to reach a high level of capacity, skill, and teamwork required to meet new and existing strategic goals.
- Ensure invoices are paid in a timely manner in accordance with the agency and City's procedures and guidelines.
- Recommend and implement process changes to improve forecasting accuracy, strengthen internal controls, create clear transparency and communication to staff, and enhance reporting capabilities. Implement best practices for increasing opportunities for Woman and Minority-owned Business Enterprises (M/BWEs).
- In partnership with the Executive Director of Human Resources, represent the Assistant Commissioner at internal and external meetings and work in collaboration to ensure equitable allocation of resources across the division.

PREFERRED SKILLS:
- Master's degree in public health, public policy, public administration, business administration, or a related field desirable.
- Strong project management, administration and budget skills are necessary.
- Expert knowledge of budget cycles, policies and procedures and accounting methodology.
- Successful candidate will be analytical, creative, flexible, and able to manage multiple tasks and projects from all stages.
- Excellent user in Excel, Word and PowerPoint.
- Must be detailed-oriented, accurate, and possess solid analytical skills.
- Proven manager, and leader with experience in administrative innovation and change preferably in a large organization.
- Ability to build and maintain effective working relationships across programs, and with external partners at various levels.
- Has good relationship building and problem-solving skills.
- Ability to demonstrate a professional, positive attitude and work ethic.
- Excellent interpersonal, communication and presentation skills.
- Knowledge of and experience working within the City's financial management, contracts, procurement, and budget systems.
- Knowledge of and demonstrated commitment in public health, anti-racism, social justice, and equity preferred.

ADMINISTRATIVE ACCOUNTANT (NON - 1000B

Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
