The Department of Buildings overseas a variety of construction activities throughout the City of New York to ensure safe and lawful building practices. The Executive will monitor and execute actions with a unit comprised of Engineers, Architects, Inspectors, and Admin staff responsible for reviewing the compliance of existing buildings with the NYC Construction Codes and related laws and rules and performing assessments in response to incidents.
The selected candidate will report to the Assistant Commissioner of Existing Buildings Compliance, and will be responsible for:
- Monitoring, reviewing and executing actions for the management and operations of Concrete Enforcement Inspections unit, Façades and Local Law unit (including the Parking Structures Compliance, Sidewalk Shed Monitoring and Removal, and Structurally Compromised Buildings programs), Forensic Engineering unit, and Retaining Wall program.
- Responding to field emergencies 24 hours a day, 7 days a week within the five boroughs and possibly outside of New York City.
- Assessing, reviewing, and implementing actions on Current protocols and proactively promoting safer construction practices
- Ensuring the implementation of standard procedures that safeguard public safety.
- Ensuring compliance with various codes, rules and regulations.
- Promptly producing reports for senior management regarding improvements to safety practices and various projects. Providing technical advice to senior management and public entities.
- Developing, reviewing and implementing all division related protocols.
- Working with DOB Command Teams to ensure regular communications of emergency protocols.
- Working with DOB Command Teams and the Assistant Commissioner of Emergency Services to ensure the Department’s emergency preparedness through the most effective use of resources, improving the Department’s responses to incidents and accidents.
- Assisting the Office of Technical Affairs and Code Development in the NYC Construction Code revisions related to incident response, existing buildings, compromised structures, parking structures, and façade provisions. Make recommendations for changes to the Construction Codes consistent with improved practices.
- Collaborating with the New York City Emergency Management (NYCEM), Mayor’s Office, FDNY, and other city, state, and federal entities to ensure a quick and unified response to emergency situations, as well as serving as interagency liaison as required.
- Coordinating special projects with central and borough offices including Enforcement units.
- Closely coordinate work with the Assistant Commissioner of Existing Buildings Compliance for all aspects of portfolio.
- Meet with owners, Registered Design Professionals and permitted licensed General Contractors to review project status and review compliance with building codes, laws, rules, bulletins, and enforcement initiatives for application approvals and permits.
- Represent the Department as expert and fact witness on code and policy related matters in various legal proceedings, court proceedings, depositions, and Environmental Control Board (ECB) hearings.
- Participate in industry outreach meetings and presentations for awareness and feedback related to the Existing Buildings Compliance portfolio.
A valid New York State Registration as an Architect is required. In addition, candidates must have six ( 6 ) years of full-time paid experience in architectural work, at least two (2) years of which shall have been as an administrative architect.
