Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

DOC seeks to recruit a Director for the Division of Programs and Community Partnerships. Under the leadership of the Assistant Commissioner of Advancement and Enrichment and the direct supervision of the Executive Director of Advancement and Enrichment Programs, and with latitude for independent action, the candidate will be responsible for overseeing the development, implementation, and evaluation of all educational programs within the jail. This role focuses on fostering incarcerated individuals’ educational growth and identifying educational areas in need of support. While leading the Departments dyslexia screening, the candidate will collaborate with internal and external stakeholders to secure partnerships, and resources while ensuring all programs align with state regulations, and evidence-based practices. Responsibilities will include:

- Oversee and monitor the provision of educational case management services for emergent adults (18–21-year-olds)
- Develop and coordinate dyslexia screening schedules for all persons in custody.
- Provide dyslexia-related data to NYC Public Schools to support referral processes for participants requiring additional educational interventions.
- Use data insights to improve program effectiveness and inform decision-making.
- Collaborate closely with the Horticultural Society of New York (HSNY) to plan and implement horticulture-based educational programs at various facilities.
- Build and maintain relationships with key stakeholders, including NYC Public Schools, higher education institutions, and all other partnering organizations.
- Support providers and partners in programming services (implementation and provision) and ensure alignment between program goals and expectations, facilitating smooth communication
and collaboration.
- Collect, analyze and report on all educational related data including participant engagement, retention, and success rates.
- Use data insights to improve program effectiveness and inform decision-making.
- Identify opportunities to expand or enhance educational programs to meet emerging needs of participants.
- Lead efforts to continuously improve the quality and effectiveness of the department’s services.
- Supervise Program Manager assigned to support the area of mandated and non-mandated educational services for emergent adults and adults, to include tutoring, mentoring, targeted
education reentry, as well as post-secondary services;
- Support the development, coordination and co-lead trainings for uniformed and non-uniformed members on an annual basis on the operation and mandates relevant to educational services;
- Coordinate focus groups with persons in custody, internal and external stakeholders (including parents) to strengthen educational opportunities within the Department to include additional
partners to focus and support educational services;
- Support and supervise Educational Specialists assigned to the Educational Services Unit for the Division.

Qualifications

1. A baccalaureate degree from an accredited college, and four years of satisfactory full time experience in the field of investigations, auditing, law enforcement, criminal
justice, or in a major operational area of the agency in which the appointment is to be
made, 18 months of which must have been in an administrative, managerial, or
executive capacity or supervising a staff performing investigations or related work; or
2. Education and/or experience equivalent to "1" above. However, all candidates must
have the 18 months of experience in an administrative, managerial, executive, or
supervisory capacity as described in "1" above.
