Job Description

The New York City Housing Authority's Department of Resident Services, Partnerships, and Initiatives (RSPI) engages and connects NYCHA residents to critical programs, services, and the priorities within NYCHA' s strategic plan to preserve New York City's public housing.

RSPI’s Department has set forth a different model of engagement that effectively serves residents as well as internal and external stakeholders to create a comprehensive engagement model that supports residents and NYCHA’S strategic plan for preservation and advances the work of the agency.

Family Partnerships Department (FPD), one of RSPI's six units, manages partnerships with external providers and City agencies offering youth, senior, and social services. FPD connects residents to critical services and implements programs and policies that support household stability and tenancy, individual advancement, and aging-in-place.

NYCHA is seeking a dynamic, self-motivated and committed Borough Administrator to serve as a key member of Family Partnerships' team. The Family Partnerships Administrator will plan, direct and oversee the day-to -day operations of the borough; and will provide managerial direction of the Clinical Unit and the Supportive Outreach teams, consisting of a Social Work Supervisor, Social Workers, and Community Associates.

Reporting to the Director of Family Partnerships, the Borough Administrator will be responsible for, but not limited to the following:

1. Provide general administrative oversight and direct supervision of supervisory personnel aimed at linking social and support services. Provide support to Property Management, staff and partners.
2. Support the Director, and the team in the growth of the formal partnership framework for social services with external community-based providers.
3. Identify, re-establish, evaluate and maintain formal and informal partnerships with community-based organizations to ensure that service linkages for the residents are secured. Monitor the performance of formal and informal partnerships.
4. Provide supervision, guidance and coaching, to secure professional development in the areas of engagement, adherence to reporting mandates in areas of child abuse, in addition to other subject areas as needed through executing staff trainings and providing the necessary supervision to ensure successful execution of projects.
5. Represent NYCHA at meetings and events, including after hours and on weekends with residents, partners and other stakeholders.
6. Assist the Director in the development and analyzing of key metrics that evaluate the effectiveness of NYCHA service coordination activities. Conduct periodic quality assurance reviews of unit performance in order to identify service gaps to ensure the appropriate delivery of services with professional guidelines. Ensure Borough records and reports are maintained.
7. Monitor Partnership staff, Case work, service provisions and other administrative matters in connection with the overall management of the borough office.
8. Provide strategic support to Director, assist with coverage of other borough offices and oversee special projects as needed.
9. Perform other related duties as needed.

NOTE: IF THIS APPOINTMENT IS MADE ON A PROVISIONAL BASIS PURSUANT TO 65 OF THE NYS CIVIL SERVICE LAW, NO TENURE OR PERMANENCE ACCRUES TO AN INCUMBENT IN THIS POSITION BY VIRTUE OF SUCH APPOINTMENT.

Qualifications

1. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
2. A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or
3. A satisfactory equivalent combination of education and experience.
