Job Description

The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) has a vacancy for an Assistant Executive Director (AED) – Financial Systems Business Team.

The AED – Financial Systems Business Team oversees teams whose primary responsibilities are to: analyze and document business requirements; liaison with system owners to ensure functional, technical and operational system needs are addressed; support production processes; develop and deliver end user communications through bulletins, workshops, for training sessions; coordinate user acceptance test activities; and interface with other software teams (e.g,. test, development infrastructure, production operations) as new and modified software moves through the FISA software development life cycle.

Direct responsibilities of the AED – Financial Systems Business Team are to:
- Ensure that standard processes are used by each of the business entity teams for business event documentation, ad-hoc reporting, requirements definition and functional designs.
- Interface with senior staff at business owner agencies (i.e., Comptroller’s Office, OMB, MOCS, etc.) as necessary to gauge delivery performance of business team.
- Serve as an escalation point for personnel related matters.
- Ensure that standard operating procedures are documented by the business teams in a consistent and manner.
- Participate in vendor design sessions to ensure that City business requirements are appropriately captured and approve / reject vendor deliverables accordingly.
- Ensure that resources are available to supplement test efforts to support large software releases by analyzing release notes and working with the System test team to determine supplemental test coverage requirements.
- Ensure that business teams are staffed to support the mock run and production execution of business events by reviewing the business calendar and validating that entity teams have developed adequate coverage plans.
- Review FOIL and DOI requests and prepare reports and responses – or assign to analysts, as appropriate, to do so.
- Develop resources plans for new software development project work that demonstrate coverage with existing staff or document staff augmentation requirements.
- Serve as a subject matter expert of the functionality of one or more of the business entity teams (e.g. budget, accounting, contracts/procurement or DOE).
- Rebalance resources across entity teams as required to meet shifting business needs.
- Assign ad-hoc data requests from oversights to entity teams and track requests in a standardized manner – ensuring that there is visibility into the workload associated with ad-hoc tasks.
- Periodically review and determine if business analyst or tool training is required by the business teams and submit requests to Financial Systems DED for review.
- Support entity teams, as necessary, with the development of project plans for new software initiatives – ensuring that plans reflect cross discipline activities and dependencies (e.g., operational, test, communications, etc.).

Preferred Skills
- Extensive hands-on experience as an analyst working with accounting and budgeting software and business processes.
- Extensive experience working with planning, process and analysis/reporting tools such as; Oracle, SQL, Crystal Reports, MS Access, Excel.
- Excellent communication (oral and written), interpersonal, and organizational skills are required.
- Strong analytical and problem solving skills (i.e. analysis, problem re-creation and very detailed oriented).
- Demonstrated ability performing project management activities.
- The candidate should have deep knowledge of the full application development and deployment life cycle processes.
- Good work task organizational skills and detailed follow-through skills are required to monitor and report on the status of development and to resolve issues that are uncovered.
- Experience working in a large organization with complex procurement / purchasing processes.
- Work experience should reflect proven ability in developing and delivering successful enterprise-wide applications and in coordinating such deployments.
- Extensive experience with FMS/3 Accounting and FMS Budgeting.
- Experience with at least 2 major ERP upgrades.

TELECOMMUNICATION MANAGER - 82984

Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
