Company Description

The Mayor’s Office of Innovation leads work on strategic Mayoral initiatives that use new tools and approaches to deliver better outcomes and services for San Franciscans.   

The Office of Innovation is dedicated to improving service delivery and performance across the City through high impact projects in key policy areas like small business recovery, homelessness, public safety, and transit. Our priority initiatives include developing an integrated data and technology strategy to address San Francisco’s homelessness response, bringing in new technology tools to make permitting more transparent and predictable, improving the police hiring process, driving excellence in transportation projects, or other design-centered, cross-departmental initiatives. We use tools like data analysis, human-centered design thinking, public-private partnerships to deliver these priorities and to expand innovation capacity Citywide.  

We are looking for an energetic and persistent Project Analyst to lead projects that bring multiple City Departments together to use data in bringing transparency and accountability to services, while keeping equity and ethical use of data at the forefront. This role will require stakeholder management, project leadership, working across sectors, and data fluency.  

Job Description

The Senior Digital Project Analyst is a member of the Mayor’s Office of Innovation and serves as a program analyst for high-impact projects. Analytical responsibilities will include convening roundtables with leaders of City Departments, defining policy requirements for databases and technology tools, and identifying and executing on opportunities to drive operational excellence.  

The Senior Digital Project Analyst will assist with day-to-day operations and projects, working with team members that include data specialists, engineers, policy analysts, innovation analysts, and creative communications specialists.  The role coordinates closely not only with Innovation Team members, but also with the Office of Digital Services, the Chief Data Officer, the Mayor’s policy staff, and City departments. 

Essential Functions 

  • Establish strong relationships with project stakeholders, including City staff, private and nonprofit sector leaders, and San Francisco residents 

  • Work closely with stakeholders to analyze operational needs, develop a project scope, deliverables, resource needs, work plan, budget, and timing for the given initiative. Translate stakeholder input into system specifications and business requirements. Conduct analyses (needs analysis, feasibility analysis, cost analysis) to ensure technical and operational alignment with City objectives 

  • Coordinate and delegate cross-departmental initiatives ensure smooth execution, effective communication, and shared accountability 

  • Develop reports for management and stakeholders, provide support for interpreting and applying data insights for decision-making 

  • Conduct research for policy priorities for the City and Mayor as related to 

  • Lead the idea-generation process to identify pain points and potential solutions, with an emphasis on human-centered design 

  • Support City staff in implementation planning and strategies for new systems or improvements 

  • Develop outcome and indicator measuring tools used for performance monitoring and communicating progress 

Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement. 

Education:  An associate degree OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units AND:  

Experience:  Three (3) years of experience in project management or program management  

Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units  OR Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Additional Information

Compensation: $126,958 to $159,744 annually ($61.0375 to $76.8000 hourly)

Nature of Work 
The incumbent must be willing to work on-site at San Francisco on site five days a week with the possibility of one day remote for a total of 40 hours as determined by the department. Travel within San Francisco may be required.

Experience claimed in self-employment must be supported by documents verifying income, earnings, business license and experience comparable to the minimum qualification of the position. Part-time experience may also be used to meet experience requirements. One year of full-time employment is equivalent to 2000 hours. Any overtime hours worked above forty (40) hours per week are not included in the calculation to determine full-time employment.

SELECTION PROCEDURES:  The selection process will include evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluation qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.
