SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description

The 2322 Nurse Manager (Quality Management) supervises, plans, assigns, directs, and monitors the clinical and administrative activities of Registered Nurses and ancillary staff in an assigned area; oversees and evaluates patient care through observations and chart review; articulates, teaches, interprets and enforces general and community health policies, protocols, procedures, and services; assists in developing and managing the budget; coordinates activities with other departments, programs, community agencies, schools, and civic groups; assesses the need for staff development and plans ongoing education programs; may be assigned management responsibilities in programs requiring highly specialized knowledge in areas such as Quality Improvement, Utilization Management, Nursing Systems/Operations Management, Infection Control, Epidemiology, Sterile Processing, or manages the nursing care component of a Workers Compensation Division.

Essential Duties

  1. Provides direction and oversight of safe, high quality, efficient, and cost-effective home health services while staying in compliance with state and federal regulations and all agencies such as licensure requirements, Center for Medicare and Medicaid Services, and Title 22 regulations.
  2. Serves as an expert for CMS Conditions of Participation, California Title 22 and other relevant standards and regulation requirements and ensures San Francisco Health Network departments are in compliance with all applicable accreditation and licensing requirements.
  3. Provides the necessary vision and leadership to effectively motivate and direct the Department in developing and achieving goals and objectives that are congruous with the values, mission and strategic plan of San Francisco Health Network.
  4. Orient new staff to regulations and compliance.
  5. Monitors staff performance supervision and evaluation, including providing feedback, conducting appraisals, and offering training for process improvement.
  6. Provide clinical consultation and recommendations to case managers by meeting and collaborating with various agencies for identified high risk or complex clients.
  7. Acts as liaison within the agency and with the San Francisco Health Network for Quality Management by coordinating quarterly meetings, preparing reports, handling Additional Documentation Request (ADR), and participating in San Francisco Health Network (SFHN) committees to improve care and resolve network-wide issues.
  8. Consistently addresses client concerns and complaints.
  9. Develop and/or implement variety of policies and procedures related to emergency, infection control and safety to improve patient care and outcomes.
  10. The 2322 Nurse Manager (Quality Management) may perform other duties as assigned/required.

Qualifications

How to qualify

LICENSE: Possession of a valid, including temporary or interim, California Registered Nurse License issued by the Board of Registered Nursing (BRN); AND

EDUCATION: Possession of a baccalaureate degree from an accredited college and/or    university in Nursing, Nursing Administration, or a closely related field; AND

EXPERIENCE: Two (2) years (equivalent to 4,000 hours) of experience in Nursing Quality Management, Nursing Quality Improvement, or Nursing Utilization Management in acute care hospital, clinic, home health agency or other health care setting.

Substitution: Two (2) years of additional experience as an Assistant Nurse Manager/Charge Nurse in a licensed home health agency, long-term care facility, or other hospital setting may be substituted for the educational requirement. One (1) year (2,000 hours) of work experience is equivalent to 30 Semester Credits or 45 Quarter Credits.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. 

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Assessment Component
Candidates that meet the minimum qualifications will be invited to participate in a Training and Experience Evaluation that is designed to measure the knowledge, skills, and abilities in job-related areas that have been identified as critical for satisfactory performance in this position.

Training and Experience Evaluation: (Weight: 100%)

The link to the training and experience evaluation will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the training and experience evaluation in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their responses. Candidates must achieve a passing score on the training and experience evaluation to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of 10 Scores.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
