About The Role: 

We are seeking a Deputy Director to lead the administration of the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) for the California Air Resources Board (CARB). HVIP is a pioneering incentive program that accelerates the adoption of clean commercial vehicles by providing point-of-sale discounts on zero-emission trucks and buses. The Deputy Director will oversee program strategy, team management, execution, and continuous improvement to ensure effective deployment of funds, stakeholder engagement, and alignment with CARB’s goals 

• Program Leadership & Administration: Lead day-to-day management of HVIP, ensuring smooth operations and compliance with CARB requirements. 

• Oversee program policies, processes, and reporting to maximize impact and efficiency. 
• Drive continuous improvement, identifying opportunities to enhance program accessibility and effectiveness. 
• Collaborate with CARB and key stakeholders to align HVIP with California’s clean transportation objectives. 
• Stakeholder Engagement & Communications: Develop and maintain strong relationships with CARB, manufacturers, fleet operators, and other key partners. 

• Represent CALSTART and HVIP in public forums, industry conferences, and stakeholder meetings. 
• Oversee outreach and education efforts to promote program awareness and participation. 
• Team & Budget Management 
• Lead and mentor a team managing program operations, policy development, and stakeholder engagement. 
• Ensure program budget aligns with funding requirements and delivers maximum impact. 
• Oversee data tracking, analysis, and reporting to CARB and other stakeholders. 

• 8+ years of experience in program management, policy administration, or a related field. 
• Expertise in clean transportation, incentives, or environmental policy preferred. 
• Strong leadership, strategic thinking, and stakeholder management skills. 
• Experience managing large-scale budgets and complex projects. 
• Excellent communication and public speaking abilities. 
• Bachelor’s degree in Public Policy, Energy, Environmental Science, Business, or a related field required; Master’s degree preferred.
