Nationwide – Supporting Bureau of Indian Education (BIE) School Facilities (Travel Required)
Akicita Federal is seeking highly qualified Construction Project Engineers / Managers (CPE/PMs) to oversee the planning, design, repair, renovation, construction, and closeout of school facilities and infrastructure projects nationwide. The Construction Project Engineer / Manager will leverage technical engineering expertise and project management best practices to ensure projects meet schedule, budget, regulatory, and quality standards, while supporting BIE’s overall mission.
Duties and Responsibilities:
-Serve as Lead Project Engineer and Project Manager for maintenance, repair, renovation, and construction projects across 183 BIE schools nationwide.
-Plan and manage site assessments, project scopes, schedules, budgets, and lead contracted teams in project execution and closeout.
-Monitor and track project progress, providing regular status updates and financial reports to appropriate officials and offices.
-Implement management controls and procedures to ensure services meet compliance requirements and quality standards.
-Support the development and review of Five-Year Deferred Maintenance and Capital Improvement Plans (DMCIP) and the DSFM Strategic Plan.
-Ensure all planning, design, and construction activities comply with Health and Safety standards, construction codes, building codes, and federal requirements.
-Develop project management plans, budget estimates, schedules, and cost projections using PMI standards and OMB guidance.
-Design conceptual renovation and improvement solutions for existing facilities.
-Evaluate proposed project sites, considering subsurface conditions, utility access, development costs, and other critical factors.
-Assist in the development of policy, procedural, and regulatory guidance and Standard Operating Procedures (SOPs) for construction and maintenance programs.
-Review and evaluate designs for compliance with program requirements, codes, energy efficiency, and constructability standards.
-Ensure cultural, socioeconomic, demographic, and aesthetic considerations are incorporated into project planning and design.
-Monitor and manage project execution strategies including Design-Bid-Build, Design-Build, and Construction Management at Risk (CMAR) contracts.
-Oversee A/E statements of work, construction schedules, cost estimates, technical reviews of designs and specifications, and contractor performance compliance.
-Conduct and document onsite inspections and evaluations to determine facility condition, code compliance, and opportunities for renovation or reuse.
-Ensure appropriate archaeological, historical preservation, environmental, and other clearances are obtained prior to project initiation.
-Facilitate and lead project team meetings, manage milestones, tasks, and action plans to ensure timely project delivery.
-Create and train school personnel on Deferred Maintenance Work Orders (DMWOs) using Maximo in accordance with established quality standards.
-Provide weekly project updates, highlighting schedule and cost variances.
-Develop scopes of work and inspection requirements for specialized inspections and contracting services when necessary.
-Provide training, materials, supplies, and resources necessary for team performance.
Required Knowledge, Skills, and Abilities:
-Deep knowledge of fundamental engineering principles acquired through a Bachelor’s degree in Engineering (civil, mechanical, electrical, or related fields).
-Comprehensive understanding of project management throughout the construction lifecycle, from planning and design to execution and closeout.
-Strong working knowledge of project cost estimation, scheduling, contracting, and fiscal planning.
-Proficiency in construction methods, design and construction documents, material and labor costing, and construction administration.
-Familiarity with federal building design criteria, construction guide specifications, and applicable regulatory codes (life safety, ADA, environmental).
-Ability to coordinate effectively with engineers, project managers, contractors, federal officials, and tribal representatives.
-Experience with Maximo, Microsoft Project, and other project management software preferred.
-Skilled in conducting facility condition assessments, documenting findings, and recommending solutions for facility improvements.
Minimum Qualifications:
-Bachelor’s degree in Engineering or a closely related technical field.
-Minimum of 8–10 years of progressively responsible experience in construction project engineering and project management.
-Strong communication skills, both oral and written; capable of preparing detailed reports and briefings.
-Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and familiarity with Adobe Acrobat Professional.
-Ability to travel nationwide to BIE facilities as needed.
-Valid driver's license required.
Additional Requirements:
-Experience facilitating meetings with diverse project stakeholders.
-Ability to lead multidisciplinary teams and manage multiple projects simultaneously.
-Physical ability to perform onsite inspections including walking over rough terrain, climbing ladders, and lifting equipment under 50 pounds.
-Experience developing and enforcing compliance with Health and Safety regulations and environmental policies.
-Proven ability to manage deferred maintenance backlogs and capital improvement planning activities.
